Installing portal on windows 7

i tryed changing the theme and settings and stuff and it still looks like that :(

I tried using windows internet explorer to install it but I get the exact same problem as before. Is there anything I might be doing wrong? Edit: I have gotten it to work. When it asks you if you want to replace a file because a newer version already exists on your computer. I said no to everything and it worked. Before I had said yes. I'm very happy I got it to work! Thanks guys! :D
