They've made terrible attempts, they dance around the problem instead of fixing it. Any given day coding commands will be blocked or changed to prevent people from linking outside sites, but it seems to almost be a lost cause. It angers people who want to build any sort of page and just makes the CG people be more creative. I don't know if this was here when you were around last, it deserves a reading up.
