It's important to know which one for sure, so!
1. Open System by clicking the Start button Picture of the Start button, clicking Control Panel, clicking System and Maintenance, and then clicking System.
2. Under System, you can view the system type (it should specifically say 32-Bit or 64-Bit Operating System)

OK, reading the error again, I'm going to say check one thing, and then change the command a little bit.
First, double check that the msstdfmt.dll file is in the C:\WINDOWS\system32 directory.
Make sure you are running the command prompt in Administrator mode (here's instructions: http://www.mydigitallife.info/2007/02/17/how-to-open-elevated-command-prompt-with-administrator-privileges-in-windows-vista/ )
Then we'll add the path to the dll right in the command:
C:\WINDOWS\system32\regsvr32.exe C:\WINDOWS\system32\Msstdfmt.dll
Hopefully it'll either work, or give us a different error to go with :)
msstdfmt.dll is not recognized as an internal or external command, operable program or batch file.
it also shows the same error for the command you wrote below
Strange, it shouldn't give that error at all, that should be one big long command.
The error you gave is what would happen if you only put C:\WINDOWS\system32\Msstdfmt.dll in the command (though I believe that error does at least confirm the file is in the right place :) ).
(and this is why Portal, as written in VB6, is being discontinued ;) )
