There's a lot that goes into starting a mall... and even more that goes into keeping it running.
First off, you need to come up with a theme and name, then create a banner consisting of all the shops you want to be a part of your mall. To make the banner a functioning map, refer to the free content on this site, they have the coding there in an easy way to see how mapping your map works. Pretty much it just make clickable boxes on the coordinates (X,Y) you want those shops to be then links that area to a shop. Also you need to make a mall page (Usually on a petpage) listing mall rules, regulations (Such as shop size, NB ads, etc.), and openings. If you can handle all that design and coding, then you might be ready to start a mall.
From here you need to find members. A normal form is making a thread here with a link to your mall's page and listing the openings in the second post (The first post of a thread is not editable). If you successfully get enough spots filled you can manage these members. You need to edit your mall banner's coding so that the people's shops are linked when the button is clicked, and make the coding of the mall banner available so that your members can put it in their shop.
There's more to it but I need to run. I'll finish this later (Unless someone wants to take the baton for me, I probably won't be back till tomorrow). Just remember that once you get it all set up, keeping the mall going is a large time commitment, you need to make sure you're ready for it so that you don't let down your members.

If you actually have to ask that question, then you probably will fail at making a mall. It's best to learn how to use your shop and join an already established mall in order to get your feet wet instead of jumping in an ocean without knowing how to swim.

^This.
I was going to post 'The best way to learn how to start your own mall is to join an established mall and learn', but I was beat to it!
On another note, the i messed up the code on the edit button but even though you get a "blank page" the edit still goes through

On those notes of discouragement I won't bother finishing out anything else :P. I was trying to point out that there was a lot more to think about then "It sounds like a good idea"; I considered saying the same thing as you all but figured you've gotta start from somewhere, and being told "you can't" doesn't seem like it would make a satisfying start.

I think you just took the long winded (aka informative) approach that others (including me) are too lazy to either repeat or look up a previous thread :)
