Do not use the Zynga toolbar, it slows down restocks and user shops dramtaically. I uninstalled the toolbar and my RS speed is back to normal

I uninstalled that stupid thing a long time ago because it stopped working for my Farmville :(. I don't play it much anymore anyways so I guess its ok! Great tip, I noticed it made me lag when I did have it.
