Some Important Notes
If you have a firewall or other security software, You should set that program to allow disk write access for portal.exe and updater.exe if you run into problems. For most firewalls, simply disabling it before installation should do the trick (and re-enabling it afterwards)
Access to the internet is not required but this will mean that you will not be notified of new updates that contain bug fixes, etc.

Make sure your computer meets the following system requirements.
Also, install to the default directory (C:\NeoMallers) It makes things ALOT easier.
