Nothing will ever be off Neopets entirely.
It's nice to think that rules will work 100% of the time but people find other ways to do things.
Just remember them thinking that my getting rid of the GC board that all of a sudden thre wouldn't be so much off-site topics and people dating, etc. and then the Newbie board turned into the new GC.

Looked and is are 2 different things.
