Before you get started on something, I'll just let you know a few things that have gotten boards locked around here on Neomallers.
Malling does not include
guilds
adoptions
advertising staffing on other sites
Begging to be a staff member of this site
"Chat Board - Everyone Welcome."
advertising your own sites
Making sure you don't that is a great way to keep your boards not locked, your account safe, and being on Dmitri's good side.

As for sites, petpages are fine. I cant allow free offsite links since if i allow them, eventually, we'll have some CGing going on at a "graphics site" and then people will whine saying they got haxx0red on neomallers.
