Anyone know of a free program to make a mall banner?

I'm looking at creating a new mall--but don't have the software to do it--anyone know of free software I could could do it with?

Paint.net is supposed to be good too but i never got the hang of it. I also tried something called Serif Photo Plus that seemed closest to Photoshop to me. But most people say GIMP is the best. I would just google them to find them.
