Best program to make banners with?

I am looking to make a better fire faerie ques to replace the two second job I did on photobucket as well as a clothing banner. Could anyone suggest a decent free art program to do this with?

Free? GIMP maybe. I've never used it, but I've heard decent things about it.

I use gimp because its an image manipulator and it has the option of image mapping on it. If you want to make really high quality graphics, I'd suggest using photoshop or adobe illustrator.
I need to stop playing neopets. I'll never have a social life ><

Unless you want to get into pirating, Gimp is the only decent free program that comes to mind. Good luck figuring it out, I threw GIMP in the recycle bin after 2 days of frustration :P

GIMP is a good program but it is irritating!!! My Photoshop just disappeared off my computer for some reason so I use GIMP. However, the help page is not indexed so you have to search through web pages and if you don't know the technical term for what you are trying to look for it is annoying to impossible. I use Microsoft Powerpoint believe it or not to make my banners/graphics. http://www.neopets.com/~Mimi_Miaulement Sometimes the images are fuzzy and I don't know why though. Perhaps it is the resizing or converting the .ppt into a jpeg????
