Why is the Food catagory split in malls?

So, Im not sure where this question belongs....but I noticed that the main market shops is all food/bakery/sweets. In the malls its split by food, sweets & bakery, or all 3 are split. Why is this? I noticed in the Sweets/Bakery shops that some people are holding food items that are listed as type 'food' but mall owners consider shops like that to be fine.. eh.

I was viewing my friends mall and some of her items are in the same shop as sweets and im like this is weird..lol. Eh, -wishes to be a main market- then I dont have to deal with what is a food item and what isnt.
