Is this allowed? I'm really confused.

I saw this newbie on shop ad and the topic is !WARNING! PAINT BRUSHES ONLY (READ DESCRIPTION) I WILL REPORT YOU and message inside it was IF YOU POST A SHOP WITHOUT A SINGLE PAINTBRUSH ON HERE I WILL REPORT YOUR SHOP. i ONLY want a shop with paintbrushes. Thanks" isnt that i vit overdoing it. Is it allowed or is it the usual mumble jumble that a newbie does? When i first read it i really started laughing with disbelief.

I thought you were allowed to give your stuff away but not to announce giveaways. So like you can give stuff away to random people on the boards but you can't make a board telling people to neomail/post for items/np.
