Sweet, can we play with your c-panels? That sounds dirty :)
I'm glad you know all this, I was going to offer to help, but I have everything locally, so I don't have to do things through the web, yay!
I just had a CIS class at my college this semester and we learned a lot about databases. I'm not sure if Access would be a big enough database for the r99 items but its veryyy user friendly. If it would be too big than I agree with them and you would have to do something with mySQL or oracle depending how huge it is.
I found php <> mySQL to be quite easy actually. Prior to that I had only done VB/ASP <> Access.
Access does have the usability down pat at least, but I liked the x-platform portability of the php<>mySQL better, so I run that even on my IIS machine.
I honestly think the database is going to be HUGE.
& You're going to have code in all the check list and stuff.
It could take awhile for you to do all of this, I hope you have the patience! ;)

he's using a free host that allows only 1 DB to a max size of 10 MB
