Did you copy/paste the command into the command prompt? (if you copy the entire command, and then right click on the top bar of the command prompt, you can select 'Edit -> Paste' )
probably some kind of unknown security program or something since i've tried it in windows vista home premium and windows 7 pro and works.
Maybe try uninstalling and the installing.

Yea, there needs to be a space there.
The first half is calling the command to register a DLL.
The second half is the DLL itself, with the full path.
Wish I had Vista 32 in front of me, but we skipped that at work entirely *lol*
Unfortunately, if you've done everything as written, and it isn't registering, then it is entirely possible there is something else very wrong with the machine, though I try not to jump to that conclusion.
Now, it's not proper, but you can try moving the DLL to c:\windows and changing the second half of the command, taking out the /system32 part), but I think you will get the same exact results if you do that...
edit: This is why I don't do phone support any more, when you can hop on the other persons machine with VNC or something, things like this take a minute or two *lol*
